BRIEF DESCRIPTION OF ATTIKO METRO S.A. ACTIVITIES FROM 2010 TO 2015 – FUTURE PERSPECTIVES

ATTIKO METRO S.A. (AM) is a legal entity of Private Law in the form of Societe Anonyme, with the Greek State being its sole shareholder; it was established by Law 1955/1991. Upon its establishment, the objective was for the company to manage the design and construction of the underground railway (Metro network) outside the provisions governing both the core and wider public sector, achieving, thus, maximum flexibility and effectiveness as concerns the construction of the Project. Since 2011, ATTIKO METRO S.A. is also responsible for the construction of the Tramway projects in Greece.

ATTIKO METRO S.A., fulfilling the scope of its establishment, already provides the citizens with a safe and reliable Metropolitan Metro system capable of reducing traffic congestion and improving the quality of life and environment in Athens; the company has the same objective for Thessaloniki Metro network.

In the last years, ATTIKO METRO S.A. has completed significant projects. More specifically:

In 2010, HOLARGOS and AGHIA PARASKEVI Stations, along with the transfer station/underground parking facilities at NOMISMATOKOPIO Station of Line 3 were delivered to the public. Both stations serve approximately 19,000 passengers on a daily basis, the capacity of the underground parking facility is 630 spaces and the relevant budget for these projects amounted to € 77 million.

In 2012, the new Metro Depot at Eleonas was set to operation within an area of 85,000m2 including train stabling, maintenance and repair facilities.

In 2013, three new extensions of the Athens Metro were delivered to the public; in particular:

  • Line 2 extension to Elliniko: 5.5 km long, 4 new stations, with a budget of € 400 million, serving approximately 80,000 passengers on a daily basis.
  • Line 2 extension to Anthoupoli: 1.5km long, 2 new stations, with a budget of € 122 million, serving approximately 50,000 passengers on a daily basis.
  • Line 3 extension to Haidari: 1.4 km long, one station, one parking facility with a capacity of 380 parking spaces, with a budget of € 112 million, serving approximately 30,000 passengers on a daily basis.

Moreover, in 2013 the construction of new works commenced in Athens and Thessaloniki; More specifically:

  • Tramway extension from Peace & Friendship Stadium (SEF) to the centre of Piraeus: 5.4km long, single line, 12 new stations with a budget amounting to € 61 million.
  • Thessaloniki Metro extension to Kalamaria: 4.8km long, 5 new stations with a total budget amounting to € 569 million (the amount of € 400 million concerns the Base Contract that has been signed).

In 2014:

  • Keramikos underground parking facility with 270 parking places and a budget amounting to € 8.5 million was completed.
  • The supply of 17 new trains of the Athens Metro network, which were gradually put into operation in view of improving the passenger transport services, was completed.

The Athens Metro Network (Lines 2 and 3) is now 60km long (including the suburban railway line to the Airport) and includes with 40 stations serving approximately 880 thousand passengers on a daily basis. The entire Project constitutes an investment amounting to € 4.6 billion, which has radically changed the transportation map of the city of Athens, as well as the transportation habits and conditions of its residents – it is estimated that the average reduction of private vehicles on a daily basis due to the Metro services is about 170,000. The environmental conditions in Athens due to the Metro system were also significantly improved, since this transportation mode contributes to the reduction of CO2 emissions from private vehicles by 730 tons/day.

This investment was funded by the EU programs and the European Investment Bank (EIB); more specifically, 45% of the Project’s construction was funded by the EU, while the EIB participated with a percentage of 37% – in the form of loans.

The construction of works in Athens and Thessaloniki continues and, in particular:

  • Thessaloniki Metro Base Project (9.6km long, 13 stations, Depot, trains, etc.), with a total budget amounting to approximately € 1.3 billion.
  • Athens Metro Line 3 extension from AGHIA MARINA Station to Piraeus (7.6km long, 6 new stations), with a total budget amounting to € 745 million.
  • Thessaloniki Metro extension to Kalamaria.
  • Tramway extension from the Peace & Friendship Stadium (SEF) to the centre of Piraeus.

The following projects will be put to tender in year 2016:

  • Supply of 25 new Athens Tramway vehicles (re-procurement on the basis of new technical information concerning the vehicles).
  • Park-and-ride facilities at ETHNIKI AMYNA, HALANDRI and DOUKISSIS PLAKENTIAS Stations (at street level).

Further to the aforesaid projects, the designs for the procurement of new Metro and Tramway projects in Athens – on condition that the relevant funding be ensured – have matured within AM. Some of these projects are presented below:

  • The first section of a new Metro Line, Line 4, extending from Alsos Veikou to Goudi, 12km long with 14 stations and a budget amounting to approximately € 1.4 billion.
  • The conversion of former ISAP S.A. Line 1 into an underground line in its section from Neo Faliro to Piraeus with the addition of a new underground station at Kaminia. The budget of this Project amounts to approximately € 100 million.
  • The extension of the Tramway network in Elliniko area for it to be connected to ARGYROUPOLI Metro Station (1.1km long, 2 stations), as well as the extension of the existing Depot complex in that area. The budget of this Project amounts to approximately € 17 million.

Moreover, the designs, surveys etc. of the following new projects are progressing:

  • Athens Metro Line 2 Extension to Ilion (3.5 long, 3 new stations), with a budget amounting to €350 million
  • Thessaloniki Metro extension to Stavroupoli (5km long, 5 new stations), with a budget amounting to approximately €500 million
  • Tramway extension to Hatzikyriakeio/Freattyda in Piraeus (single line – 2.8km long, double line – 1km long, 10 stations), with a budget amounting to approximately €46 million
  • Tramway extension to Keratsini (approximately 4km long, 6 stations), with a budget amounting to approximately €130 million, including a new Tramway Depot in the area of Schisto.

Apart from the above, new projects are in the process of maturity in the medium- and long-run. These concern mainly the ATHENS METRO Project, namely:

a. Remaining Athens Metro Projects:

  • Remaining extensions of Line 4, i.e. extensions of section A of the Line:

– Section Β: Goudi – Maroussi (9.5km long, 8 stations) with a budget amounting to approximately € 900 million

– Section C: Evangelismos – Vyronas/A. Ilioupoli (4.3km long, 3 stations), with a budget amounting to € 350 million

– Section D: Alsos Veikou – Perissos (3km long, 2 stations), with a budget amounting to € 250 million

– Section Ε: Maroussi – Lykovrysi (4.5km long, 3 stations), with a budget amounting to € 350 million.

b. Metro Line 2 Extension to Glyfada. This is a 3km-long extension with 2 new stations from Elliniko to Glyfada center, with a budget amounting to € 240 million.

Moreover, in the framework of Thessaloniki Metro Project, the extensions to Evosmos and Kordelio are promoted (4.4km-long, 4 stations) with a budget amounting to € 440 million.

It must be stressed that, acknowledging the successful course of AM, which has been based on the values, the effectiveness of its experienced human resources, the know-how and its organization for the construction of major transportation projects, the Greek State, through its recent legislative regulations (Law 3920/2011 and Law 4070/2012), incorporated the following into the Company’s scope and sphere of responsibilities, as follows:

  1. Design and construction of all works concerning the Metropolitan railway of Athens, i.e. works in Line 1 of the former ISAP S.A., as well as to the design and construction of Tramway projects in Athens, Thessaloniki and in the whole country.
  2. Implementation of urban interventions, reconfiguration of public areas, pedestrianization activities or other traffic arrangements in the wider area of AM’s Metro and Tramway projects.
  3. Preparation of transport / transportation projects designs, (of any type and at any phase), organization and management designs, survey plans, as well as provision of supporting and management services to third parties for respective Projects, on behalf of third parties and against a certain fee – both in Greece and abroad. In this framework ATTIKO METRO S.A. has already signed a Cooperation Agreement with the Intercity Bus Organization (KTEL S.A.) for the management of designs and the construction of the Athens Central Station of Greek Intercity Buses at Eleonas, above the Metro worksite in that area.

Today ATTIKO METRO S.A. employees 450 persons in total; 70% of its personnel is University Degree holders (270 engineers, 17 geologists, 15 economists, 14 lawyers) and almost half of them are highly trained and have completed post-graduate studies.

During the last years, ATTIKO METRO S.A. achieves maturity of its Projects utilizing its own personnel, thus, saving significant funds for the company. The extension to Kalamaria of Thessaloniki Metro Project is a characteristic example of the maturity achieved by the Engineering Department of ATTIKO METRO S.A.; the designs under preparation for the tendering of Line 4 are also at an advanced stage.

It is worth-mentioning that during the last years ATTIKO METRO S.A. has made an enormous effort to achieve fullness and integrity of all designs and tender documents for its projects that were in the tendering process. Particular reference must be made to the Metro Line 3 Extension to Piraeus; the designs and tender documents of this project have been reviewed at multiple levels, in view of ensuring that – despite its magnitude – its execution would cause the least problems, while ATTIKO METRO S.A. would fully comply with all statutory and regulatory obligations foreseen by the Greek legislation and the European Law.

All aforementioned were achieved during a very difficult period for Greece, at a time when various legislative regulations deemed necessary for dealing with the financial crisis had the most negative effect to ATTIKO METRO S.A.

In conclusion, one could say that, in an environment where crisis and uncertainty prevail in Greece, ATTIKO METRO S.A. makes steps towards progress and development, trying to contribute decisively to the development through the infrastructure projects it implements; even the more so, it is ready to utilize the funding opportunities offered by the Community Programs for the execution of Metro related or other Infrastructure Projects.
